A Baltimore police officer was arrested on charges of raping a 16-year-old girl, according to charging documents obtained by WJZ.

Curlon Edwards,34, has been charged with first- and second-degree rape, assault, reckless endangerment and false imprisonment. He was ordered to be held without bail, according to the Baltimore City State's Attorney's Office.

The 16-year-old alleged victim told police they had been dating for three months, and she said the officer raped her after confronting her about cheating on him. 

Documents: Officer accused the teen of infidelity 

On Monday, police interviewed the officer and the teenager about the violent encounter that left her bruised and traumatized.

The teenager told police that Edwards was her boyfriend. She said that he picked her up from her home and they went to his Baltimore apartment, charging documents revealed.

That's when she told police that Edwards accused her of cheating on him, which led to an argument. Documents said Edwards took her phone and was searching for evidence.

The court documents said the girl told police she slapped Edwards before he put her in a chokehold and she briefly lost consciousness. The officer then allegedly prevented her from leaving the apartment.

According to the account the girl gave to police, Edwards then handed her a gun and told her to shoot him because, "he was afraid that she was going to tell people around what happened." 

The girl told police she took the gun from Edwards and consoled him. Then, she said, he took the gun back, threatened to kill her,   and said he wanted to have sex.

The girl told police she didn't feel the sex was consensual. According to the documents, she then told police that the officer took her to Walmart to get concealer to cover up marks from their fight.

The girl told detectives that the officer knew her age and they had been dating since March 2025.

Baltimore mayor reacts 

Edwards has been on the force for two and a half years, according to his public defender. 

WJZ Investigates asked Baltimore Mayor Brandon Scott about the case Wednesday. 

"We're talking about a 16-year-old girl, and this is just unacceptable," Mayor Scott said. "We should have the most stringent penalty possible placed upon this person if we're able to get a conviction." 

Scott said there would be no special treatment. 

"I want to thank the women and men of BPD for treating him like they would treat anybody else accused of that crime and pulling him off the streets," the mayor said. "Any time anybody is accused of sexual assault and rape of anyone—especially a minor—is hideous, but when it's someone who's job is to do that exactly, to remove them people from the streets himself, it makes it even worse."

Scott also told WJZ, "We obviously aren't going to get in front of any investigation, but we want this individual held to the highest standard of law just like we would a regular citizen. It does not matter to me that this person is a police officer."

Officer's safety risk in jail

Officer Edwards' public defender had little to say outside the court. 

"I have no comment, thank you," he told WJZ Investigator Mike Hellgren. 

But earlier, he told the judge, "[Edwards'] current occupation poses a serious risk to his personal safety if he is held in jail." 

The defense attorney fought for home detention instead. 

The judge was not persuaded and ordered Edwards held without bail. 

Hellgren reports Edwards said little and appeared by himself on a video feed wearing a yellow jumpsuit. 

According to the charging document, Officer Edwards told police the teen "hit him in the face a couple of times, but it did not hurt."

He admitted that he "strangled her with his forearm. …He advised that he did get his unloaded duty weapon from his bedroom drawer and gave it to the victim as a test. He said he told her to shoot him because he deserved it." 

But he then he took the gun from her and they made up.

He claimed the sex was consensual. 

Edwards' attorney also told the judge, "I understand that these are unusually serious charges as does Mr. Edwards, but they are at this time merely allegations." 

Baltimore police response 

Baltimore police said that because of the nature of the allegations and the felony charges, Officer Edwards was suspended immediately without pay. 

He has no prior record.

"The Department's Public Integrity Division will be working alongside the State's Attorney's Office on this ongoing investigation," police wrote in a statement.
