A man has been arrested for a multi-vehicle crash near Shenandoah Park that killed a jogger and injured a woman in an ice cream truck, according to the Miami police. 

According to investigators, on Tuesday evening Andres Fialloestupinan, 36, was traveling at a high rate of speed on SW 21st Avenue around 7 p.m. when he hit a man who was jogging on the road near SW 18th Street. 

Surveillance video shows the jogger, later identified by loved ones as 50-year-old Andrew Loretta, being hit from behind; both of his legs were severed and his body went airborne, according to the arrest report.

Loretta was a husband and father of two. 

Police said his body was found about 170 feet away from where he was hit. 

Trail of destruction

Fialloestupian then hit a stopped ice cream truck parked at the edge of the park, police said. The woman inside at the time was injured. 

The impact sent Fiallosestupian's vehicle into a gray Toyota and a white Mercedes-Been SUV parked in a swale.

Witnesses said after the deadly crash, Fialloestupinan tried to walk away.

"He went inside the park and a bunch of people tackled him down and they held him, I don't know, until the police came," Marcos Mere, who lives in the area, said.

"I find people on this street incredibly reckless. I live on the street and I'm always incredibly careful when I cross the street because I never know who's going to rip through the turn," said Carmen Pelaez, a local resident. 

"I did speak to a lot of neighbors that have said we've tried to bring this issue up and they haven't done anything about it," she added. 

Fialloestupinan and the woman from the ice cream truck were taken to Jackson Memorial Hospital for treatment.

Fialloestupinan is charged with leaving the scene of an accident involving death and leaving the scene of an accident involving serious bodily injury. 

"We are absolutely devastated" 

Michelle, Loretta's wife, took to on Wednesday evening to remember her husband. 

"Andy Loretta, my husband and father to our kids Lili (17) and Lucas (13) died yesterday. He was struck by a car while jogging and was killed. He was only 50. I have inadequate words to sum up the most incredible human I had the pleasure of calling my best friend for the last 25 years together and 21 years married."

"He was the epitome of a giver with a completely selfless heart and beautiful soul. We are absolutely devastated. And I don't even know where to begin living without him," she added.

Family attorney speaks out

"We trust the authorities will do all that is in their power to investigate this tragedy and see that the fullest extent of the law is applied," said Raul Chacon, attorney for the Loretta family. 

A crowdfunding page has been set up for Loretta's children's college fund.
